The California Horse Racing Board followed all of its procedures when adjudicating cases last year involving the eventual Triple Crown winner Justify and six other horses that tested positive for a regulated substance, the board's chairman at the time, Chuck Winner, said in a statement released on Thursday afternoon.

The Kentucky Horse Racing Commission moved toward a partial Lasix phase-out at its Dec. 9 meeting in Lexington by voting to move the proposal into the regulation process.
