I don’t think they can do anything for something that happened before they started up. His license was suspended and I believe up to the jurisdiction that suspended him to reinstate?

NY suspended him. All the other jurisdictions honored the suspension. He had to register with HISA to start training when NY’s suspension was done. He is licensed in NY now, with the development of him having to apply for a license in KY I guess the individual jurisdictions still oversee trainer licenses therefore 1 HISA license does not guarantee you can start horses in all the states.
