    1 2023 American Smallbore Shooting Association Georgia State Smallbore Prone Championship September 15-17, 2023 Conventional Smallbore Rifle Prone and F-Class Smallbore Sanctioned by the American Smallbore Shooting Association Sponsored by River Bend Gun Club, Inc. River Bend Gun Club, Inc. (RBGC) and its members invite you to compete in the 2023 American Smallbore Shooting Association Georgia State Smallbore Rifle Prone Championship. Please direct all questions about this match program to: David Rabin 4898 Village Creek Dr. Dunwoody, GA 30338 404-803-4158 Location: RBGC is approximately 60 road miles north of downtown Atlanta in the southwest corner of Dawson County, 15 miles from Dawsonville, GA. The GPS Coordinates for River Bend Gun Club are N 34 20.198 W 084 14.819 The Tournament will be held at the Jim Hinkle .22 Rimfire Rifle Range, 678 River Bend Gun Club Rd. Dawsonville, GA 30534. Facilities: The Jim Hinkle .22 Rimfire Rifle Range has 36 paved and covered firing points and clean, modern restrooms. There are no snack or restaurant facilities at RBGC or nearby and we recommend that you bring lunch, drinks, and a snack. Lodging: Lodging accommodations are conveniently located within a reasonable driving distance of the range in Cumming, Canton, Dawsonville, and Gainesville. Rules: Current American Smallbore Shooting Association rules will govern. The rules are available here. Per ASSA Rule 16.1, the most liberal conditions will apply. Competitors are responsible for reading and knowing the rules. ASSA Rule 1.2 (defining “Any Rifle”) applies to rifles used in the Conventional Prone Championship. F-Class rifles and equipment must conform to ASSA Rules 17.3 and 17.4. F-Class competitors may use “Any” sights in all matches. The cartridge commercially identified as .22 Long Rifle is the only allowed cartridge. ASSA Rule 2.13, the requirement for a smallbore empty chamber indicator (ECI) to indicate that the chamber is empty, will be strictly enforced. Rifles will not be weighed unless the Match Director, in his sole discretion, has cause to believe the rifle exceeds the allowable weight. 2 Eligibility: Open to all competitors. Membership in the ASSA is not required but encouraged. The “State Champion” must be a resident of the state of Georgia. Practice Session: A 4-hour practice session will be held Friday, September 15, 2023, from 1:00 p.m. to 5:00 p.m. at the Jim Hinkle .22 Rimfire Rifle Range, open to both RBGC members and non-members. MATCH PROGRAM: Saturday, September 16, 2023; 9:00 a.m. Match No. 1: Dewar Course Metallic Sight and Dewar Course F-SBR Course of Fire: 20 shots at 50 yards and 20 shots at 100 yards. Targets A-23 and A-25. [F-class targets A-51 and A-33] Match No. 2: 100 Yard Metallic Sight and 100 Yard F-SBR Course of Fire: 40 shots at 100 yards. Target A-25. [F-Class target A-33] Match No. 3: 50 Meter Metallic Sight and 50 Meter F-SBR Course of Fire: 40 shots at 50 meters. Target A-26. Match No. 13: 20X Match: An award will be given for each 20X possible fired during the individual matches. Any Sight-Only Competitors: Senior competitors and others may, at their option, compete with telescopic sights in Conventional Prone throughout the tournament and thus compete in a separate Any Sight-only group. A minimum of five Any Sight-Only competitors is required to form an Any Sight-Only category. Competitors in the Any Sight-Only category are eligible for awards within the Any Sight-Only category only. If there are fewer than five Any Sight-Only competitors, the Any Sight-Only competitors will be eligible for awards in the Any Sight Conventional 1600 but are not eligible for open tournament awards. Any Sight-Only competitors are not eligible to be State Champion. Entries: Individual Entries: • Use attached entry form and include your correct ASSA classification and ASSA membership number if you have them. If you are not an ASSA member, a number will be assigned to you for classification purposes only. If you do not have an ASSA classification, insert your NRA classification if you have one. • Sign the attached River Bend Gun Club Range Release Form. • If a competitor is under 18 years of age, he or she must be accompanied by a parent or legal guardian, and they both must sign the attached River Bend Gun Club YOUTH Range Release. • Include a check or money order (do not send cash) in the amount of the entry fee made payable to: David Rabin 4898 Village Creek Dr. Dunwoody, GA 30338 An entry is not complete and will not reserve a space unless and until the required forms, signed where necessary, along with a check or money order, have been received. Entries Limited: Entries are limited to 36 individual competitors. Advance entries will be accepted up to range capacity, based on earliest postmarks. Entries beyond range capacity will be notified by email or telephone on or about September 8, 2023. Post Entries: 4 Post entries will be accepted up to the stated range capacity. There is no additional fee for post entries, but advance entries are appreciated. Entry Fees: 2-Day 3200 Package – Includes ASSA registration fee and all matches: $50.00 1-Day 1600 Package – Includes ASSA registration fee and all matches: $30.00 Note: One-day entries are not eligible for any grand aggregate awards. Junior Competitors: Competitors under 18 years of age are not required to pay entry fees and are not eligible for cash awards. Return of Fees: Advance entry fees will be fully refunded to any competitor unable to attend if notified by phone or email by September 8, 2023. Cancelations received thereafter will be refunded at 50% of entry fee. Cancelations after September 14, 2023 will receive no refunds. Time of Firing: Saturday, September 16, 2023: 9:00 a.m. Individual Metallic Sight 1600 and F-SBR 1600. Sunday, September 17, 2023: 9:00 a.m. Individual Any Sight 1600 and F-SBR 1600. Squadding: All competitors will be squadded by the Statistical Office. A competitor squadding report will be posted on the Statistical Office bulletin board on Saturday morning prior to Match No. 1. Failure of a competitor to present himself or herself at the proper firing point when a match is called may lose his or her right to compete in that event. Post entries (or advance entries whose classification could not be verified online) may be asked to present classification cards at time of registration. Classification: The ASSA classification system will be used. If a competitor does not have an ASSA classification, then his or her NRA classification shall be used. Competitors without an ASSA or NRA classification will fire in the Master Class. Schedule of Awards: State Champions: The highest scoring Georgia resident competitor (other than Any Sight-Only competitors) in the Conventional Prone 3200 is the Conventional Prone State Champion. The highest scoring Georgia resident competitor in the F-Class Smallbore 3200 is the F-Class Smallbore State Champion. Each state champion will receive a State Champion award (plaque or trophy). Match and Class Winners of individual matches, 1600 sub-aggregate matches, and 3200 grand aggregate matches will receive cash. Category awards will not be given. The value of awards will be based on an award schedule designed to equitably distribute awards to competitors based 5 on the number of entries in each division (Conventional Prone and F-SBR) and each class within those divisions. The total amount of funds available for awards distribution will be at least 60% of total receipts less tournament expenses (ASSA registration fees, range fees, target costs, etc.). A minimum of 5 entries is required to form a class. Second place awards will be presented with 8 or more entries in a class. Third place awards will be presented with 13 or more entries in a class. Classes with insufficient entries to meet the minimum entry criterion will be combined with a higher class (ASSA Rule 18.3.1.6.1). Junior competitors will not be eligible for cash awards. Junior competitors may receive a non-monetary award of nominal value, in the Match Director’s discretion. Targets: Competitors will mark and hang their own targets before each match stage. Target clips are required and must be furnished by each competitor. Targets will be scored by the Statistical Office staff under the supervision of the Statistical Officer. Scored targets will be available for inspection by competitors in the Statistical Office. Challenges: Challenges and protests will be addressed as described in ASSA Rules 12 and 13. A $2.00 challenge fee will be charged for each challenge and collected by the Statistical Office before making the first recheck. The fee will be returned if the challenge is sustained at any point along the line of rechecks. Challenge time limits for each match will be posted on the Statistical Office bulletin board.
