It probably is a racist term when used in Australia - but Muslims cannot complain when its apparently used quite normally in Pakistan.

I've not heard "chinky" for a very long time. And I would argue that, since we were all happy customers of these "chinkies" it did not have racist over-tones.

Whereas "hijab shop" in a headline does have racist over-tones.

Not heard "chinky" in a long time" - depends on where you are, I have, and seen kids singing "chinky songs" were the hand gestures  incluing making slanted eyes.

I admit my recent exposure to it is Ireland and North of England and Scotland.

There could be many reasons for your not hearing it, one of which is a built in filter. For example absolutely forbidden words in English are quite common here among little kids even English and Catalá. I have been programmed not to use them when I first arrived I used to flinch, but now I am not even aware of them.
