It's rather boring. Shagging a 16 or 17 year old is perfectly legal in the UK and looking at the photo, she seems pretty happy about it so I doubt there's a case to answer in the UK.

In the US, who knows?

Very hard to prove and at the time there was no sex trafficking law in the UK.

To the UK, I believe.

IMHO she's old enough to make up her own mind about who she has sex with. 

Of course, if she was coerced then it is a crime, whatever her age. (In the UK too.) However, proving it will be very difficult.

In some states in the US, seventeen year old girls are free to have consensual sex with seventeen year old boys but not males over seventeen years old.

Normally it's 16,17 or 18 if they're having sex with someone older dependent on the state.

Quite a lot of states have a younger AOC if both partners are under age. 

I think New York has an AOC of 11 if both are under age.

I think the aim is to stop exploitation of minors.
