The Taliban have never supported war and terrorism. The word means "students". To understand the Taliban, you have to understand Pashtun culture. The Taliban seeks to understand the Koran and Islam.
Al-Qaeda seeks to impose Islam on the whole world and it is willing to use violence to achieve that goal. When al-Qaeda started losing battles to NATO in Afghanistan, many of its members joined ISIS (Daesh) which is attempting to create an Islamic state in the Middle East. Western media will not tell us this because it is too complex for most people to understand.
For a movie to see a peek into Pashtun culture, watch "The Beast".

The Taliban is not going to be able to create what it wants because of human nature. Fundamentalist Islam works for some but not enough for all. A compromise will have to be found because economics will be inadequate. I think China wants to help but some of its Uighurs went to Afghanistan for training and came back to China to blow up markets.
The US captured about twenty of them in fights in Afghanistan and sent them to Guantanamo and later released them to Albania even though China wanted them for trials in China. So much for the US fighting terrorism.

It looks like it was fifteen years ago. https://www.youtube.com/watch?v=Sq3nXCsW2z8
That would have been on Dubya's watch.
China wanted those guys to help find other al-Qaeda operatives in China but the US just said no and sent them to Albania.
