The photo makes it look worse than it was. Nobody was struck by whips or reins and the border patrol is suing the US government for suggesting they were harming the Haitians.

You shouldn't make up tales.Here is some information for you.Claims that agents, who were using long reins to control their horses, were using "whips" were quickly debunked by officials and other agents – but activists and elected Democrats have continued to fuel it. The telephoto lens made it look bad. I don't think the border patrol uses whips. Officers on horseback are used around the world for crowd control and ten thousand Haitians are a crowd. The photographer has already stated that the Haitians were not harmed by the border patrol.
