With all respect to Ms.Indira , you are not dealing with an educated society are you?
You are dealing with a society which in 2019 still has the Dalits 160,000,000 people condemend to utter servitude for what and you expect these people can understand that somebody wants to come along and tinker with his cajones ?
What an offer Mrs.Ghandi made , perhaps education and health , toilets and showers about 600,000,000 Indians have no access to a toilet .

It hasn't happened
The attack on Iran is much, much more obviously coming than was the Holocaust. Probably lead to similar or greater deaths.
In fact, the Holocaust was unthinkable in 1939 or 1940 - whereas we can immediately foresee the deaths of 10s of millions of Muslims - maybe 100s of millions.
Of course, you can argue that the population of the world needs drastic culling (and argue that the grubby Hindus could usefully be the first target) but I'm hardly going to agree with an obvious extremist.

But curbing population growth HAS to be the place to start.
Otherwise whatever changes you make will just have to be made bigger, and bigger, and bigger...

Education is the only way to curb population growth in a democracy there is no other way .

All these things are useful but nothing beats education , nothing beats them understanding what they are doing however big families mean that the parents have a better chance latter on in life of surviving as their several children will provide a little each.
