Looks like lawful restraint to me!

So, problem was resolved on the spot. Don't resist arrest and comply with the police when they tell you to do something, and you wont find yourself in that situation!  Suspension is an overreaction!!

I just find it staggering that any police officer would kneel on someone's neck.

In this case no harm was done, so no problem.

Don't resist arrest, don't argue with cops, and then there would be no need for hard restraint!
