Kim Jong-un, loved and trusted by his adoring people - I presume these three are worshippers come to pay homage to their dear leader.
Even when there are soldiers with huge guns who might he his guards, they're all facing him, none of them that I've noticed are watching the crowd (oops, where's that picture?)

Bizarre though it seems, this is the most credible explanation I can see.
A gun accident (assassination attempt?) on him. Sure seemed to be pretty careless in that respect.
Almost as if all his people loved him and he didn't need to take any precautions whatsoever.
