Erdogan was the first Head of State to sign the Accord in 2010. Since then he has been courting his Islamists and with elections coming up, he needs to appeal to his power base of peasants living outside the main towns. It's easy to frighten them with LGBTQ ideas and with the idea that a man hasn't the right to discipline his wife and daughters.
