Only 12% or so percent of soldiers are serving in infantry roles so for 88% rifle is a cumbersome paperweight for what-if situation and they don't really know how to use it well.
PDW if it ever succeded would be a mayor firearms program far outweighing the demand for assault rifles, but it seems everyone is content with issuing carbines and pistols.

Many of the 88% that aren't infantry are artillery, combat engineers, and other types that are in the field and are vehicle borne. For them carrying a M4 or other such carbine is fairly easy.
They would get the same amount of trigger time with a PDW as they would with a M4 or other carbine.
With what ever amount of training time is allotted a soldier is going to be more effective with a carbine than a small PDW. If your troops can carry a carbine instead of a PDW they should.
For crews that can't carry a normal size carbine most would be able to carry a short barrel carbine.
For the few troops that can't carry a short barrel carbine an off the shelf PDW might be the answer.

If they can't carry a suppressor-equipped carbine, they need to be required to train on the pistol they carry, rather than a more expensive PDW.

Outside of purely military realm of PDWs , it seems KelTec is aimed at prepper /survival gun market, with all the corona shitshow (at the courrent vacination rates 5+years to get anywhere close to 80% population immunity), ever more autotarian rule i imagine guns are in for record sales in coming years.
I will likely be doing a a bit of 3d work on some new survival gun concepts both short and long barrel in the coming months after i finish up manufacturing my two current rifle designs

Plus there is an entire magazine between the bore and the line of the pistol in the hand. It's going to climb more than any other gun in that calibre ever. It's really a case for one of those angled grips stuck to the rear of the gun more than a conventional pistol grip beneath the gun.

I don't understand why they are doing that. I'd put it on top like in the P90. This should also enable faster mag changes.
