Not really. At least not on this footage.
The BMP1 has a crew of 11. I was able to count 10 guys sitting on the vehicles plus the driver. So these are just fully crewed BMPs.
Because the vehicles has such bad ergonomics and is horribly cramped the crews prefer to ride on top if not in combat.

I rode inside the BMP2's and Czech clones couple of times and BMP2 its more of a 3+7 affair ,  Its cramped as fuck by today standarcs ergonomics are not that bad, Remember GI used to sit on top of M113 not because of space and ergonomics

Niel Hauer is actually one of the few western reporters on front lines , rest sit in hotels Kiev and get their briefing at a daily press conference and some just make shit up . some reports sugest that access is extremely limited unlike any war before

An interesting development is the use of Electric Bikes / Electric Motorcycles by Ukraine for scouting / hit and run work. 

This is one of the few cases where going electric makes sense from a military standpoint; unlike motorcycles which are quite loud, these electric bikes are very quiet, sometimes quieter then a regular bicycle. And their smaller batteries make it possible for them to be more easily charged, either via the civilian power grid, or through a series of solar panels. This may prove beneficial should fuel become scarce, say in occupied area.
