Ok, i think its pretty obvious that this is a bad idea.
Same as giving arresting or fine quotas.

Okay, since we are already talking criminal proceedings and such, I wonder how the German government plans to implement this kind of arrest, providing mr.Putin eventually drops by for some climate talks or other such topic?

Are they planning to end a KEK strike team to tussle with the FSO bois and create a genuine Casus Belli?

And that's setting aside the whole ICJ circus.

How would I know?

What I can say is that in Germany this would be a police matter and not a military one. The German military has no legal enforcement powers on German soil. At least not until the official declaration of the "Verteidigungsfall" literally "defense case". Which is the modern German description of "in a state of war".

My guess is they assume he will not show up to find out what will happen.

ICJ arrest warrant for the 'deportation' of children from orphanages from warzone to Russia proper is a clown show as is the idiotic claim by the German minister that no one is above the law ,ICJ whole existence is a super selective application of 'law'  whenever is politically oprotune, i guess now ICJ prosecutors & judges will have both US and Russian arrest warrants to their name.

The guy that had never seen a war he did not like must have been high on polonium for this segment.

Is it true that criticizing the military or calling Putin's "special military operation" a war can get Russian citizens arrested and jailed?

Putin's hidden war: the Russians fighting back

The invasion of Ukraine left Russians with a stark choice: carry on as normal or make a stand against the war. But speaking out in Russia carries huge risks....

Maybe but not for calling it war , as its being called war since the start from what i can read up on telegram and their military forums, it seems most of this just in minds of the western propaganda machine trying to make sense of why there is not much protest ongoing ,  after drinking its own cool aid.

Well, clowns should realize they  are not the only ones doing propaganda domestically. They are buying the shit they are selling almost same as sheeple in the west do , although  there is probably no populous outside North Korea as gullible as modern US and European sheeple (just look at the COVID insanity particularly in anglo saxon parts of the world , seriously was giving North Korea run for it money),  they at least all know they are being lied to 24/7

When it comes to jailing, in half of Europe now you can get jailed for 'public expression' of support for the wrong thing, even though we are supposedly not at war in Ukraine at all, figure that.

And media making fun of naming war ''special military operation'' ? it really is silly now that it went of the rails and turned into multi year war , but ultimately inconsequential how its named, when was any war called a war while it was ongoing, Brits haven't called any a war since Korea  , US also likes to name its wars with absolutely moronic sounding freedom fries like names just not war till it's done .

I am personally torn between amusement and annoyance by the blatant stupidity mouthed about arresting Putin. The way some people think an ICC case will affect behavior is hilarious, but then realize that these people are actually being paid attention to. They don't seem to realize that this means there's an additional reason for Russia to double down and keep fighting.

If you actually look into Russian social networks or news media, you'll find a lot of criticism and calling a war a war

But most western media are too biased and their readers too lazy and ignorant to do that.
