I think that the weight / range / cost of Brimstone is not in the same class as your typical ATGM.
The latest ATGM from MBDA (the MMP) is a 15 kg / 140 mm diameter missile, Brimstone is 50 kg / 180 mm.

Brimstone is an ATGM. Granted not one I’d try to shoulder fire, but still…
Use of longer ranged heavy ATGM as an alternative to artillery delivered cluster munitions is perhaps a more accurate way of looking at it?
A I understand it, Brimstone was developed as a replacement for air-delivered cluster munitions, giving more reliable effect, better stand-off and less UXO to deal with.

Brimstone is a Very Product Improved version of the Hellfire, so it's an ATGM.
