I was going to say that may be why all of the flight videos I had seen took place over water.
In that video the flying was over hard ground, but only for a quick zoom around the corner.
However, a brief search of YouTube shows there are videos with fairly long flights over land.

It seems unusual at first blush, but jetpacks have actually been used by Britains most Elite SF for over 50 years.

That's one way to make an exit... 007's jet pack from THUNDERBALL was built by Bell-Textron and originally designed for the US army - but was deemed too danger...

Yeah, the Bell rocket belt was great for enabling a special operative to escape the clutches of a supervillain.
Unfortunately, it was impractical for infantry because there was only enough fuel for ~20 seconds of flight.
