I was going to say that may be why all of the flight videos I had seen took place over water.
In that video the flying was over hard ground, but only for a quick zoom around the corner.
However, a brief search of YouTube shows there are videos with fairly long flights over land.

Yeah, the Bell rocket belt was great for enabling a special operative to escape the clutches of a supervillain.
Unfortunately, it was impractical for infantry because there was only enough fuel for ~20 seconds of flight.
