Misleading article!  No license or permit is required for any service animal under Federal rules, States, on the other hand, MAY have some requirements.

Recent case in Florida (this week) where a person was shown the door and refused service as she had no certificate for her safety/emotional support dog.

ADA guidelines are clear, a service animal is ANY dog that performs a service for the owner and has been trained to do so, no certificate and no vest/marking required.  Leashed where possible and quiet, well mannered and housebroken are a couple cardinal things a service dog should do.
