Beyond Steubenville... 

School principal fails to take required action against a student rapist because of his promising basketball career. Two weeks later, student assaults another girl.

One more piece of proof that many school administrators, teachers, principals, etc. believe that an athlete is above the law.

it is much more than that.  Administrators are paid to promote the school, not to enhance education, although advancing education can be a promotion.  Mostly they promote athletics and downplay 'issues'.  For this they retain their jobs.  Poor publicity means loss of the job.

Academics is rated very low in schools, including colleges.  More scholarships, endowments, positive publicity are given to athletics, bands, etc, than to scholars.  Unless you are the cream of academia e.g. Ivy League.

For the first time in the past seven years, the federal government has issued specific guidelines for the way that health professionals, law enforcement officers, and prosecutors should respond to sexual assault cases. And unlike the earlier guidelines issued in 2004, the new policy specifically recommends methods to prioritize victims’ “physical and emotional needs,” including ensuring that emergency contraception is available to them.
