As expected:  

 since the amendment included in the spending bill strengthens the FTC's rule making and oversight role of HISA, it provides a fix for “the alleged constitutional defect.”

The filing summarizes: “Accordingly, the [Fifth Circuit] panel opinion–predicated on a prior version of HISA that no longer exists and that Congress purposefully replaced–cannot stand.”

Good.  One step closer to sweeping the status quo reactionaries out of the way so we can experience a sport with unified rules and regs. for all jurisdictions.  Progress.

There are two places you will not find Beta Bob's name.  On the list of trainers who support HISA and on the list of trainers who have come out in favor of the Water-Hay-Oats-Alliance [WHOA]

The president of the National HBPA, a group that on several local levels had been actively obstructing the smooth implementation of HISA uniform rules and regulations, as well as the new anti-doping and drug protocols, has signed onto the HISA advisory board.

This, IMO, is a welcome and necessary development.  Good news.
