Oh, I know. Next to impossible to prove. I just think that over the course of 20 years, horses died because they were subject to these illegal substances. Horses die from the sport even when it's on the square.
You're right, though, the risk/reward calculus will always present the greedy with an excuse to break the rules and enrich themselves.

Inject them daily, involuntarily, while incarcerated......with more than one injection.......and you would match the scenario their horses were in.
Many other horses as well all over the land.
5 years of THAT might be more *fair*.

How about criminal ankle bracelets and confined to the track barn 24 hrs for the two convicted for 5 yrs.
Two 12 hour shifts. Mucking stalls. And wheel barreling their work to the outdoor pile.
But.. they have to...eat it all.

Back stretch workers do what the boss says. As far as private vets, not sure how you police that. They get all drugs from a central depot? Wont change those that want to cheat. Testing quick as possible would good. If one continues to allow any drugs, immediate testing would be good if even possible.
