Yes and I just did it again this morning, completely logged out and back in and still can't send PM's. I can pull up PM's, type a PM, but when I hit send it just disappears, nothing sends and the stuff I typed is gone.

I tried to PM another member too, and same thing the message I typed disappears when I hit send.

The members you cannot reply to most likely have Member to Member Email disabled on their preference page. This has always included PMs as well. A while back Delphi removed the Send Email link from our profiles, so now the only thing this disables is PMs. Just post a message on your forum with this info and image

You can check on this by looking at member Profiles. The PM link will not be there.
They can still send PMs, which is a confusing problem on the to-be-fixed list.
