When trying to attach a picture to a subject I am responding to, I get the message "You have used up your upload allocation userlimit". I check the picture space I have available and it shows 99% available. I am an extra member.

Attachments are a bit buggy, shows 99% Used at this end. In any case, I've reset your space and you have your full allotment now.
Are you looking at Manage Attachments on MyForums to see if there are Attachments listed.
The Attachment tab on MyForums gives a list of old attachments.

Click on any item on the list to go to the original message and Edit the message to get a link to remove attachments. The edit screen will show the attachment at the bottom in Zeta to be xed out, or at the top in Classic with a pencil to the right to remove it.
However ...
If it's images you are attaching, it may be better to use Insert Image on the editor toolbar to add images directly into messages. There is no limit that way and it looks better:

Thanks cause other people are letting me now they are having the same issue when they try to send messages to me they are getting the same messages.
