What expenditures?  Busses are not free, public or district owned or contractor owned and operated, it costs the districts to get kids to school EVERYWHERE except the rare non-urban walk to school areas.

not something i am suggesting for everywhere, just something that we have that works in our moderately sized city with high school students who may well become regular public transit riders soon.

Here most schools own and operate their own school buses, very few contract out.
