What Is ‘Ballot Harvesting,’ And How Did California Dems Use It To Nuke The GOP?

As the polls closed on election day last month, six California Republican House candidates, including Representatives Dana Rohrabacher, Steve Knight, and Mimi Walters, were ahead in their respective races. However, as the absentee and provisional ballots rolled in over the intervening weeks, all six lost to their Democratic opponents.

The case of Korean-American GOP candidate Young Kim was one of the most prominent examples. On election night, Kim held an 8,000 vote lead over her Democratic opponent Gil Cisneros, and even attended freshman orientation in Washington, D.C. before watching her lead, and her victory, slowly evaporate over the subsequent weeks.

The results drew the attention of House Speaker Paul Ryan.

“California just defies logic to me,” said Ryan at a Washington Post live event. “We were only down 26 seats the night of the election, and three weeks later, we lost basically every California contested race. This election system they have — I can’t begin to understand what ‘ballot harvesting’ is.”

The stunning turnaround in California, of all states, can be attributed to several factors, as conservative critics like The Federalist’s Bre Payton wrote, but the most significant of those seemed to be the practice of “ballot harvesting.”

Passed as a barely noticed change in the state’s vote by mail procedures in 2016 and signed by then-Governor Jerry Brown, California’s AB 1921 allows voters to give any third party — not just a relative or someone living in the same household, as was previously the law — to collect and turn in anyone else’s completed ballot.

Called “ballot harvesting,” critics say the practice is ripe for fraud. Consider “Lulu,” who was recorded trying to “harvest” what she thought was a Democratic voter’s ballot in Rep. Knight’s district.

It’s a “new service,” said Lulu, for “like, people who are supporting the Democratic party.”

The San Francisco Chronicle reported that 250,000 such ballots were used in Orange County alone, resulting in a Democratic sweep there.

From the Chronicle report:

“We beat Republicans on the ground, fair and square,” said Katie Merrill, a Democratic consultant deeply involved in November campaigns. “Many of the field plans included (ballot harvesting) as an option to deliver voters or their ballots” to the polls.

Those efforts involved identifying voters who might support Democratic candidates and ignoring those who wouldn’t.

In one Orange County household, for example, both the husband and wife were longtime Republicans, said Dale Neugebauer, a veteran Republican consultant. Democratic volunteers came by the house four times, each time asking to speak only with their 18-year-old daughter, a no-party-preference voter, and asking if she wanted them to pick up her signed and completed ballot.

That’s a perfect example of the “thorough and disciplined” ground game the Democrats used, said Merrill.

“We were not wasting time talking to people who weren’t going to vote for Democrats,” she said.

The San Francisco Chronicle quoted Republicans who admitted that Democrats clearly beat them at the new game and that, to compete, they will have to conduct their own “ballot harvesting” efforts.

Before its passage, a group opposed to the bill wrote: “AB 1921 would allow anybody to walk into an elections office and hand over truckloads of vote by mail envelopes with ballots inside, no questions asked, no verified records kept. Orange County released its official vote count on Monday and the numbers don’t add up.

Orange County, a conservative area just south of Los Angeles, California turned all blue after Democrats produced hundreds of thousands of votes weeks after election day using a practice known as “ballot harvesting.”

The amount of mail-in ballots counted in Orange County were unprecedented – a whopping 250,000 ballots were produced in Orange County as a result of the new “ballot harvesting” law.

Republicans such as Mimi Walters, Dana Rohrabacher and Young Kim were all ahead election night only to lose their races after late ballots were counted.

Young Kim was ahead by 8,000 votes on election night and even attended freshman orientation in Washington DC only to lose to her Democrat opponent weeks later.

The new voting system in California is so bad that Democrat TJ Cox, who was down by 6.4% on election night in California’s 21st district ended up defeating GOP incumbent David Valadao three weeks later.

Precinct 38083 in Orange County, California had a 120% turnout – 465 registered voters and 561 ballots cast in this precinct. (screenshot below)

Other numbers don’t add up in Orange County either and The Gateway Pundit has been reporting on this for weeks.

Conservative watchdog group Judicial Watch is investigating “ballot harvesting,” a practice that is illegal in almost every state – in fact, Texas, New York and Pennsylvania arrest people for ballot harvesting.

The Communists Democrats in California quietly passed legislature in 2016 allowing ballot harvesting.

Very few people took notice when far left Governor Jerry Brown signed the changes in AB1921 into law two years ago.

Republicans such as Mimi Walters, Dana Rohrabacher and Young Kim were all ahead election night only to lose their races after late ballots were counted.

After California's ballot harvest: What is to be done?

The ballot-harvesting issue, which gave Democrats an absolute monopoly of power in even Orange County, signals a sort of the bottom dropping out in California.  Now that Democrats have discovered they can flip any race based on selective collections of mail-in ballots by Democratic door-knockers from voters who didn't ask for them, their one-party state of the past 20 years in California has gotten even more entrenched in power.  One gets the sense that the landscape has changed and what the voters want no longer matters.  Voting is no longer about you, or what you think or the decisions you make, it's now all about that unasked-for piece of paper on the kitchen table known as a ballot and how Democrats can get their hands on it. You are incidental.

The creepy Democratic machine, with its 1980s PRI-style politics, rigged this state this way, and in so doing would make Hugo Chávez or Daniel Ortega envious.  PRI Mexico was, after all, once called "the perfect dictatorship." Now the title has moved on to California.

It amounts to stolen democracy, which ultimately cries out for revolution.  As Lenin before 1917 used to say, what is to be done?

One of the defeated candidates in the last midterm, Omar Navarro, who challenged Maxine Waters for her seat (he probably wasn't done in by ballot-harvesting, given the wide margin by which Waters won, and her advantages of incumbency, but one admires his scrappiness), has come up with an important tweet describing the scope of the problem.  Here is the tweet:

An intelligent discussion followed, and Navarro added that California's first-two-out-the-gate "jungle primary" system needs to go, too.  That was the system that forced Republican voters to choose between the execrable Dianne Feinstein and the even more execrable Kevin de León for the U.S. Senate seat.  That was obviously a bid to give Democrats an advantage as well.

Getting ballot-harvesting out of there, getting the Motor Voter law overturned, getting voter ID in place, and getting the mail-in ballot scene at a minimum under control (many people think there are valid grounds for elderly and handicapped people to get mail-in ballots, as well as first responders and military people who may not be able to get to the polls, but these exceptions must be verified, and mail-in ballots must be returned well before election day, but counted on election day so the manipulation seen cannot go on), is a tall order.  And it's made even harder first because California is a one-party state, where there will be no support in any branch of its government for such efforts to make elections fair.  Worse still, that control there has now extended to Democrat rule of the House, so there's no chance for such laws to pass at the federal level.  It's worrisome, because California tends to be a trend-setting state, and you can bet other blue states are looking to entrench their holds on power the way California did.  Some of the commenters on Navarro's tweet thread cited Colorado and Washington as going the same way.

Legal action may pry open some of these entrenchments, and a recent announcement from Judicial Watch that it will investigate ballot-harvesting seems to be a hopeful development. 

What's left is the Senate, the Supreme Court, and maybe even the United Nations or other international bodies.

Now, having watched Venezuela for years, and knowing some of the players, such as the Sumate leaders, who have sought and fought hard for free and fair elections, I know that this is a tall order.  But it's critical to keep trying.  It's a good thing that Navarro has brought this disaster up and defined the scope of it to rally voters – he got 7,000 retweets for that outline.  Now an exceptional strategy is required, and that is the next step.

One can only hope he keeps it up, because the California GOP seems to be feckless in its inability to realize it's been had, and it's a diminishing entity.  Maybe someone like Navarro, if he stays with it and refuses to let the issue go, can be its leader instead.

In an extraordinary investigative piece on how ballot-harvesting works by Steve Miller, published on Real Clear Investigations, we learn an amazing amount of information about how ballot-harvesting works and why it's so closely connected to election fraud, skewing elections in directions they normally wouldn't go.  The must-read piece is focused on how Texas is dealing with the seedy issue, enforcing the law, prosecuting more than twice as many cases of electoral fraud as California, even hampered as Texas is by weak penalties for violators.  But a little detail stands out much deeper into the piece: ballot-harvesting, which is at the root of considerable fraud of all kinds, is a practice specifically borrowed from Latin America, with an impressive Latino analyst K.B. Forbes, who has electoral experience in both countries, citing Mexico.  Here's the passage:

The practice has its roots in Latin America, said K.B. Forbes, a political consultant and Hispanic activist who has served as an elections observer in Sonora, Mexico.  "In the Latin culture, they have colonias, which is 'little colony,' literally," he said.  "In these, they sometimes have the equivalent of a precinct boss, and that's how people move up.  The [politiqueras] deliver the vote and when the candidate moves in, the theory is that they get a good post inside the government."

That brings up California, where ballot-harvesting is perfectly legal, and normal voters have to wonder how the heck that happened.  Ballot-harvesting has been a disaster for Republicans in California, with all conservatives now shut out from any representation in once red Orange County.  Most congressional elections there showed Republican candidates in the lead on election night in the last midterm, but all of them flipped to Democrats as the Democrat-led ballot-harvesting brought in votes and votes and votes from supposed precincts, harvested by their political operatives, until the result went the other way.  (This, by the way, didn't happen in districts where Democrats held a small lead.  Nothing flipped in their cases, and ballots did not keep rolling in.)

If ballot-harvesting is a practice imported from Mexican politics, what does that say about California politics, whose legislators would embrace Mexican electoral practices over the U.S. standard?  As I mentioned earlier, Mexico has been called "a perfect dictatorship" by none other than Nobel Prize-winning literary lion Mario Vargas Llosa, owing to the continuous power of the Mexican Partido Revolucionario Institucional (or PRI), which, up until a decade or two ago, had a hammerlock monopoly on Mexican politics, winning every single election in what was then a one-party state.  That's a system so bad that people emigrated illegally from that country to get away from it.  Now, the cultural practice is right there waiting for them in California, albeit, virtually nowhere else.

And like the PRI's Mexican electoral practice of ballot-harvesting, it's noteworthy that the ruling Democrats of California also are famous for doling out the goodies to the loyal voters.  They've promised amazing things to California's illegal alien population, with the latest thing free heath care.  California's insurance commissioner, the respected non-partisan Steve Poizner, was, conveniently, ballot-harvested out of office after an election-night lead several days after the midterms by utterly leftist Democrat Ricardo Lara, who openly declared his support and big plans for free health care for illegals.  He's tried it before in the Legislature, and now he's going to do it through the Executive.  California's incoming governor, of course, is all in for the goody-slinging.  In Mexico, they used to pass out bags of beans for votes.  In California, the prizes are considerably higher, and they go well beyond free health care.  I've already noted the weird similarities between how California is run and PRI-style politics here.

Any wonder California is going way out of its way to welcome illegal aliens?  "You're all welcome here," as Gov. Jerry Brown famously said.  California already hosts a quarter of the nation's illegals, and with middle-class families now moving out due to high living costs and punitive taxation, the California PRI likes new bodies coming in who have a lot of needs, which keeps the congressional seats numerous and the federal funds flowing.

DREAMers tell of ballot-harvesting in California to flip the House blue

It was one of those heartstring-tugging, tear-jerking, carefully curated narratives about DREAMers we're supposed to read and then respond to with sympathy. But a story that ran in the Los Angeles Times yesterday accidentally did more to raise questions about the issue of ballot-harvesting in California than any raving right-wing warning tome could ever do.

The Times describes how California's famed ballot-harvestors, who flipped places such as Orange County blue in the last midterm, aren't actually citizens. They did it by "helping" voters fill out, and turn in, and continue to turn in, ballots from otherwise uncommitted voters until they got the result they wanted. Here's the DREAMers "helping" the voters vote the way they wanted, in action:

In California, Dreamers like Cruz phoned voters, walked precincts and protested outside Republican lawmakers’ offices, reaching people who had not been called or visited by either party. Their efforts helped boost turnout among Latinos in this year’s midterm election — 29 million nationwide were eligible to vote, according to the Pew Research Center — which is projected to surpass levels higher than in past presidential election years, political analysts said.

An analysis of data from eight states by the Latino Policy and Politics Initiative at UCLA found the Latino vote grew by an estimated 96% from 2014 to 2018, compared with 37% among non-Latinos. The surge, researchers said, helped move 20 House districts held by Republicans to Democratic control in California, Arizona, Nevada, Texas, New Mexico, Florida, New Jersey and New York.

The story doesn't say what the DREAMer/ballot-harvester would do if the voter decided to vote some other way from the way the DREAMer/ballot-harvester wanted the indifferent man to fill the ballot out. Naturally, the incurious reporter also omits the obvious question: Did the foreigner tell the indifferent man how to fill out the ballot? Let's just say the reporter showed a strong interest, based on the rest of her reportage, to protect the foreigner from any accusation of illegal voting.

But only a fool would think she didn't tell the indifferent man who to vote for, effectively voting by proxy.

Which of course pretty well amounts to foreign nationals voting, without any fear of prosecution. That changes the nature of the election, and in fact, the U.S. republic itself. Voting up until now has been a practice reserved for citizens. Today, non-citizens vote, by getting hold of indifferent Americans, and filling in the ballots by proxy, no fingerprints visible. And who knows what kind of coercion may be employed by some of them. And if DREAMers can do it to promote their own political agenda, what's to stop other foreigners - with far more malign agendas, from doing it? Shall a team of Russian or Chinese agents, or Arab terrorists, or Mexican cartels, be allowed in next to help harvest the ballots? (You know the Chinese are thinking about it). They're as foreign as DREAMers, and it would be perfectly legal under the current California law. Ballot-harvesting, which is illegal in most states, makes this all possible. And what that means is that the House has been flipped in no small part by foreigners, who not only cast one ballot, they may have cast dozens and dozens of ballots, all from the advantages of ballot-harvesting.

Forging signatures just 1 method of changing results

The 2020 elections are coming up fast – more than a dozen Democrats including some third-tier names – already are seeking that party’s nomination for president.

And that’s why the issue of illegal aliens and immigration is a to-the-death fight in Washington now.

After all, immigrants and illegals who actually are signed up to vote, even if outside the law, are perceived generally as supporting Democrats, so that party hates the idea of any Voter ID or voter authentication plan.

As Nancy Pelosi suggested just days ago, all the “newcomers,” especially those coming through the “southern border,” should be voting.

The GOP, on the other hand, advocates for citizens voting, and as President Trump has planned, wants to secure the southern border so that illegal immigration, and voter fraud, is reduced.

That’s not a problem, contend Democrats. They say there simply isn’t any.

Don’t you believe it.

The Heritage Foundation has released documentation revealing nearly 1,200 “proven” instances of voter fraud in just the last couple of years.

There were 1,019 criminal convictions that result, 48 civil penalties, 81 sent to diversion programs, and 14 judicial findings.

“This database is not an exhaustive or comprehensive list, but is intended to demonstrate the many ways fraud is committed,” the report advised. “Preventing, deterring, and prosecuting election fraud is essential to protecting the integrity of the process.”

It found a long list of ways to cheat in the American elections.

They include ballot-petition fraud, which involves forging the signatures of registered voters. Another is buying votes, simply paying voters to cast a ballot one particular way. A third is duplicate voting, where voters register in more than one jurisdiction.

Then there are false registrations, using a phony name or fake address, fraudulent use of absentee ballots, which involves getting someone else’s ballot and turning it in, and illegal “assistance” at the polls. That’s forcing or intimidating voters – particularly the elderly, disabled, illiterate, and those for whom English is a second language – “to vote for particular candidates.”

Impersonation involves voting in the name of someone else – who is a legitimate voter, and ineligible voting covers illegal registrations and voting by those who are not citizens, or are convicted felons.

Far Left has a three-pronged agenda that people must know, especially ahead of 2020

Since the beginning of the Obama presidency, the increasingly powerful far Left has set out to follow his call to “remake America.” This ambitious effort goes far beyond Obamacare. The far Left is seeking expansion of the administrative state, higher taxes, increases in regulations and more social programs funded with more taxpayer dollars.

The transformation indisputably starts at the ballot box. Americans would do well to realize that significant changes to the way we vote are the lynchpin of a larger strategy to elect more Democrats who will push America further leftward.

This is a four-alarm freedom emergency.

The agenda to remake our elections includes:

1.) Same-day registration. Perhaps one of the biggest threats to the integrity of the election system is liberals’ aggressive push for registration at the polls on Election Day. Eighteen states, including most recently New York, currently have same-day registration.

These states do not require proof of citizenship to allow voters to go to a polling place, register and vote in one fell swoop. Issues regarding citizenship, duplicate registrations or other eligibility requirements will then need to be litigated after elections campaigns. This is great for trial lawyers but bad for ballot integrity.

2.) Ballot harvesting. This policy is now legal in California and is part of the recent North Carolina voter fraud scandal. It enables campaign workers to collect absentee ballots and then mail them in for voters.

Ordinarily, only relatives, those with a custodial relationship or those living in the same household are allowed to turn in an absentee ballot for another person. With ballot harvesting, any third party can turn in ballots, including activist groups, campaign staff and Democratic Party operatives. The tactic is often used to target the sick, poor and minority groups.

3.) Non-citizen voting. With the recent House resolution supporting non-citizen voting, the Democratic Party has embraced what a few years ago would have been viewed as a radical policy.

The Constitution only speaks to citizenship being a qualification for voting in federal elections.  It is silent on whether states and localities can allow non-American citizens to vote. This movement is gaining steam. The Democratic Party’s indifference to hundreds of thousands of illegal immigrants flowing across the southern border makes a lot of sense when viewed in the context of this policy.

While Democrats push these changes to supposedly “protect democracy,” the changes are really designed to do one thing: make it easier for leftists to tighten their grip on government at every level.

These election “reforms” are intended to help the Left better control redistricting that takes place every 10 years after the census to ensure more wins for Democrats in elections at all levels of government for the next decade.

Efforts like ballot harvesting, same-day registration and non-citizen voting need to be recognized, vehemently opposed and defeated at the local and state level to protect the integrity of our most precious right — the right to vote.

Each of these actions is meant to capitalize on Democrats’ superior grassroots and campaign infrastructure to drive new voting blocs to the polls.

What follows is a list of left-wing tactics in this regard:

  • Attack the Electoral College. The Electoral College was included in the U.S. Constitution to make sure the votes of all Americans are counted – not just those from the most populous states. The left today is calling for the abolition of the Electoral College by any means – fair or foul.
  • Degrade the integrity of voter registrations. In this case, everything from automatic voter registration to same-day registration and voting (without any verification) to the failure to keep the voter rolls clean are designed to muddy the waters, to degrade the integrity of the voter rolls, and to enable illegal voter registration and voting.
  • Manipulation of the election ballot. Here the problems range from "ranked choice" name presentation on the ballot to confusing language – all designed to favor one candidate over another and to confuse young and elderly voters.
  • Corrupt recounts. The state of Florida is a great example of criminal corruption in the recount process, with Broward and Palm Beach counties being ground zero. In close elections requiring recounts, local election officials reactivated ballots disqualified by law and discarded other legitimate ones to change the election outcome. These two counties also were prime suspects in the hotly contested 2000 election – when the phrase "hanging chad" entered the cultural lexicon.
  • Ballot harvesting. This is the process of having union members and other partisan volunteers go house to house looking for absentee ballots that were never returned. Their efforts in California, Arizona and North Carolina were very productive in 2016, where the election results were overturned in multiple congressional districts by the newly located ballots. In California alone 250,000 ballots were "discovered" in 2016.

All these efforts comprise a coordinated effort to steal the vote – to reject the will of "we the people" and to ensure the election of left-wing candidates. And in one respect these things are not surprising. When there is no commitment to truth, there is no commitment to freedom. The holy grail becomes the acquisition of power by whatever means necessary.

So here we are. While the hallmark of America's freedom is that we elect our own rulers, others are committed to steal, kill and destroy that freedom by any means – all in pursuit of their fevered vision of a socialist utopia. We must stand and defend that freedom, recognizing that more than election outcomes are at risk. The rule of law and the American Experiment itself is at risk.

        The Democrat idea is to focus fraudulent mail-in votes on close elections and swing states. It is perverse.

Partisan hack and ABC News reporter Jon Karl asked President Trump about mail-in voting at the daily coronavirus press briefing last week.

Karl and his Democrat colleagues are using the current crisis to push for mail-in voting. This is something Democrats desperately want to make into law because they know it’s easier to cheat that way.

President Trump told Karl “no” because people cheat with mail-in voting.

Jon Karl: Do you think every single state in this country should be prepared for mail-in voting?

President Trump: No, because I think a lot of people cheat with mail-in voting. I think people should vote with voter ID. I think voter ID is very important. And the reason they don’t want voter ID is because they intend to cheat. When you buy something you look at your cards and credit cards and you have your picture on many of them. Not all of them but many of them. You should have a picture for voting. It should be called voter ID. And it shouldn’t be mail-in. Excuse me. It shouldn’t be mail-in voting. You should go to a booth and you proudly display yourself. You don’t send it in the mail where all sorts of bad things can happen by the time they sign it, if they sign it. By the time it gets and its tabulated. No, it shouldn’t be mailed in. You should vote at the booth and you should have voter ID. Because you have voter ID that’s the real deal.

If the coronavirus is still killing thousands of people a day in October this country’s economy will be finished.

According to federal data around 16.4 million ballots went missing during the 2016 and 2018 elections.

About 16.4 million mail-in ballots went missing in the 2016 and 2018 elections, data provided to Breitbart News reveals.

The data from the U.S. Election Assistance Commission and the Election Administration and Voting Surveys for 2016 and 2018, provided by the Public Interest Legal Foundation (PILF), shows that between the 2016 and 2018 elections, roughly 16.4 million ballots mailed to registered voters went missing.

In the 2018 election, about 42.4 million ballots were mailed to registered voters. Of those mailed, more than one million were undeliverable, more than 430,000 were rejected, and nearly 10.5 million went missing.

The 2016 election showed similar discrepancies. That year, about 41.6 million ballots were mailed to registered voters. Of those mailed, more than 568,000 were undeliverable, nearly 320,000 were rejected, and close to six million went missing.

“Putting the election in the hands of the United States Postal Service would be a catastrophe. In 2018 and 2016, there were 16 million missing and misdirected ballots,” PILF President J. Christian Adams said in a statement.
