Hard targets are pretty much beyond the capability of terrorists, which is why when forced to fight back they hit soft targets. While the twin towers are not exactly a soft target, by hitting them the terrorists won, because America´s reaction politically supported the terrorists image of America as being a decadent and hypocritical state which when pushed acts contrary to its supposed moral standards.
