I came across this article, publihed in the Boston Globe - November, 2008. It decribes a trial run of using vaccine bracelets, that was issued at the Boston Public Health Commission headquarters. The bracelet, developed by Milwaukee based EMS Systems, was first purchased in 2006, proved successful in the trial run.

quoting from the article:

Using technology originally developed for mass disasters, Boston disease trackers are embarking on a novel experiment - one of the first in the country - aimed at eventually creating a citywide registry of everyone who has had a flu vaccination.

The resulting vaccination map would allow swift intervention in neighborhoods left vulnerable to the fast-moving respiratory illness.

The trial starts this afternoon, when several hundred people are expected to queue up for immunizations at the headquarters of the Boston Public Health Commission. Each of them will get a bracelet printed with a unique identifier code. Information about the vaccine's recipients, and the shot, will be entered into handheld devices similar to those used by delivery truck drivers.

This ties into other developments in Massachusetts, as documentned on globalresearch.ca - which has a video that is worth watching:

$1000 Per Day Fine & 30 Days In Jail For Refusing the Swine Flu Vaccine In Massachusetts

This information, in my estimation, substantiates Evensen's original claims

The article said it was starting on the date it was published, November 2008.

So, did you find a follow-up article that described all the people who were fined $1000 for refusing the shot?

The second link in your post is to a strange site, not one I'd trust.

Recent article on Bloomberg's site, which I'd say is pretty trustworthy. I didn't see anything about fines, so I think that's baloney.

I think it is fair to say that the Massachusetts Senate's 36-0 approval of the Pandemic Preparadness Bill S2028, as reported in the Boston Herald, is a trial benchmark. It awaits consideration by the Massachusetts House.

Section 95 clearly states:

An individual who is unable or unwilling to submit to vaccination or treatment shall not be required to submit to such procedures but may be isolated or quarantined…

Any person who knowingly violates an order for isolation or quarantine shall be punished by imprisonment of not more than 30 days and may be subject to a civil fine of not more than $1,000 per day that the violation continues.

The bracelet fits into these schemes.

The video clip, aired on NECN Boston, confirmed the details to the 30 day / $1000 day penalty.

The Liberty Preservation Association of Massachusetts is successfully challenging its constitutionality. http://www.masslpa.org/

Regarding Senate Bill S 2028

You may read the bill in its entirety at the link below
:
http://www.mass.gov/legis/bills/senate/186/st02/st02028.htm

And your link to the Boston Globe doesn't say a word about fines for refusing the vaccine. DID YOU EVEN READ THE BOSTON GLOBE ARTICLE THAT YOU LINKED?

Frankly, this is looks like an invented bogeyman to me. The vaccinations are voluntary as is wearing the bracelet.
