Cop mistakes apartment for her own, kills her neighbor

DALLAS (AP) — Dallas police say an officer returning home after her shift mistook a neighbor’s apartment for her own and shot and killed the man who lived there.

Botham Shem Jean was shot when a Dallas police officer returning home from her shift entered the wrong apartment in her building.

This is just strange: How did the cop not know she was in the wrong apartment? Did the fact that everything inside the apartment looked different not give her a clue? Just how bad of a cop is she?

There's something very fishy there. She could unlock her door with her key or a keypad, she didn't need to shout "Open up! Open up!" as neighbors heard. Yelling that proves she knew it was not her apartment. The question is why she shot him.

UPDATE:

Dallas police are obtaining a warrant on manslaughter charges.

The officer is white; the victim was black. So far, absolutely no explanations have been offered as to why the officer allegedly thought she was in her own apartment.

She has been tested for drugs or alcohol, but the results haven't been announced yet.

this is  horrific unacceptable..... who can suggest / propose legislation to reduce or eliminate things like this ?  Anyone ?

Horrific is correct. There are already laws on the books that can be used. If she planned to shoot the man, she can be charged with murder. If she was drunk or on drugs, and truly mistook his apartment for hers, she can be charged with manslaughter.

Not every situation or horrific incident requires new legislation, little boy.

I'm confused about exactly how the female officer got into the apartment for which she didn't have the correct key.  Was the door unlocked?  Did she force the door open?  Did she knock, which reveals foreknowledge that it wasn't her apartment?

Only if the door was unlocked can the female officer claim she didn't realize it wasn't her apartment (which still doesn't justify shooting the occupant).

The link in your seeder post is to the Mercury News, which uses a paywall.  If the answers to my questions were there, they wasn't available to me.
