What is the foundation for a child to consult with an adult? Trust?
Is trust born of having seen an adult make a positive change in the society affecting the child?
A positive change in the U.S.A. is a constitutional change. The final bastion to uphold the Constitution of the Untied States is the U.S. military. Our military, in accord with an international military alliance is in a war between good and evil. Given unto mankind is a demacracy born from the U.S. Constitution under God.
The U.S. military is under control and will soon make aright the past evils perpetrated against this great nation of believers in the Will of God.
Guns are not the problem. The problem is the existence of evil in the minds of man.

I should have kept in mind my recent findings where it is documented 1 in 5 Americans now suffers from some form of mental illness. In a constitutional democracy how does one legally address the issue of mental health?

Just to correct one thing. We are not a Constitutional democracy. We are a Constitutional 'Republic'. :) Our founders hated a democracy and warned us against having one. Even though we hear all of our
leaders servants call us a democracy, they are wrong, and I imagine, most know it.
