In warfare, he who holds the "high ground" has a military advantage. Today, the ability to achieve the loftiest position grants the advantage. Hence, the space race.

To realize an intelligent being, whether human or otherwise, has taken command of a world-wide airspace leaves any military shaking in its boots.

Looking at historic examples of dominance, we find alliances are made to remove any such fear of defeat, or expand ones own level of dominance. The Euro-Americans arose to dominate the Americas. Any Treaty was designed to give America the best hand in the furture of its advancements.

Treaties have always been broken, or annulled, to gain a greater advantage toward increasing national intertests.

Has the US military created a treaty with a superior intelligence in exchange for advanced technical knowledge? And in doing so, did it grant a "non-combatant" status to allow an alien race to continue its experiments on human beings and animals (by abduction)?

To maintain a sense of national unity , and securely harbor a military complex supported by taxation, a military must control its position in the eyes of its citizenry by utilizing the fear factor. Thus, it needs to always present a common enemy whether by instigating a war, or keeping suspicions of war always in the minds of its citizens.

The next covert operation is to convince the public, world-wide, that a superior intelligence has taken command of our oceans and airspace.

What "treaty" was agreed upon at Holloman Airforce Base?

Just as every native tribe was not aware of the treaties with the military on behalf of the U.S. government, the American people are not aware of any treaty made with any intelligent race entering our airspace.

Wisdom is not a pre-requisite in the order of national security clearances and military control. The military functions beyond the rule of law. In essence, we are our own worst enemy.

In the order of national security clearances, the President of the United States, as the outwardly designated Commander-in-Chief, is not in control of his own military. He is on a "need to know" list of given information to insure "national security" in the event of an assasination, kidnapping, or any moral obligation to inform the public.

As to the question, "Who rules the world?" it is the most superior military power, overtly and covertly.

A slow "reveal" of information is being fed to the American public via televised media programs, such as provided by the History channel, the TRVL (Travel) channel, and the internet.

When it comes to a loss of power by the Commander-in-Chief, we may thank Franklin Roosevelt, Harry Truman, and Dwight Eisenhower for signing such documents for the transfer of power.
