Georgia is still one of the three states with the highest new cases per capita  https://www.cnn.com/2020/08/20/health/us-coronavirus-thursday/index.html.  Although Governor Kemp is permitting cities and towns to mandate masks, schools and colleges are opening, and in the initial days, there have been hundreds quarantined.  Their very easily could be a new outbreak
