Exactly.
A passport is a valuable way to deal with dental needs, just across the border, where cash and carry costs are far less than the copays on even a gold plated plan and a US clinic.
Before Covid messed up the border crossings, I got a root canal and 2 crowns for about $700. And the crowns done in Mexico held up far better than those done in the US.

IIRC the facility had been Shut down for years. The leak originated from a Shell Oil storage tank and had nothing to do with the government other than some of the damaged land was government owned
