To receive one you must be registered and you can contact the local party for help but you have to provide proof of citizenship and residency. You can get on the Permanent mail in ballot request list but again you have to reregister every five years or each time you do an address change to your DL.
What state allows you to get a mail in ballot without any identification at all. Even if they do, getting a ballot does not legally constitute fraud.
In AZ... not all states are the same as you yourself said. Many states you don't have to do anything and they print up a mail in ballot for you. Now whether they send it to you or use it illegally... well, there are several things there.
Are the ballots they printed real and can they be validate as real? Are there any duplicate ballots which only a forensics audit can discover? The Dominion machines just flag it for adjudication and illegally handled separately?
Remember, some states threw away the envelopes so that they cannot be traced, other states discarded over 200,000 or more ballots and cannot show them to the forensics team.
When you have more ballots received that sent... that's fraud. If they only send 100 and receive 110... that's fraud with 10 extra. But when they only send 230,000 and receive 287,000... now that's fraud of a massive scale.
When votes are tallied and they show any number greater than the actual number of registered voters... that's fraud. In most elections, you never hear about 100% votes. It's usually 72%, 75%, 78%, 82%, 86%, 91% but rarely 92% or greater. And when you have 110%, 120%, 150%, etc... well... you cannot have more votes than registered voters... that too is fraud.
Face it... fraud does exist and mail in ballots are fraudulently used... perhaps not as much in AZ, but I'm talking about mail in ballots as a whole... not just AZ... all the other 49 states inclusive!
But you keep coming back and saying not in AZ, but AZ also has quite a few problems which still need to have rectified as well. Namely the election board member's attempting to hamper the forensics audit in every which way to sundown! Left, right, front, back, sideways from all angles. Delay handing over the equipment. Erasing some of the devices before handing them over. Not handing over the backups they took before erasing it. etc. etc. etc.

Something I would add, to make it easier for all people to get to the polls, would be to make voting 2 days and a National Holiday. Maybe Fri and Sat. And, like you, require photo ID. For those who truly cannot vote in person (military/traveling/disabled) THEY can request an Absentee Ballot.

Why limit it to just two days?
For large megalopolises like New York, San Francisco, Chicago, etc. in person voting should be made available for early voting 1 week in advance. Hours might be slightly limited (i.e. 10AM-6PM) on most days, but for the last 2 or 3 days, those poll booths should be open from 8AM or 8:30AM until 10PM or perhaps a bit later.
Another consideration is to add a new national holiday so that it would coincide with the elections. That way... a lot of people won't need to worry about taking a day off.

Absolutely. Only the Democrats say that's racist. But you need an ID to do just about anything these days. Buy a pack of cigarettes, rent a car, buy an airplane ticket, collect medicaid/medicare, get welfare, rent a car, buy insurance, buy a car, buy a home, rent a home, you name it. Either they're all racist or the Democrats are full of racist s##t attempting to claim ID'ing a person voting is voter suppression!

Yep again. Absentee ballots have been around for ages and have been proven to work fairly well for the most part. No need to introduce mail in with all it's flaws and drawbacks and loopholes when Absentee ballots are and have already been available for quite some time.
The only reason to use mail in ballots instead of absentee ballots is for fraudulent purposes... otherwise, absentee ballots will work!

In a way... I agree that the less number of voting days... the less number of days to commit voter fraud and the less number of days required to confirm whether fraud occurred or not.
But lets look at the top most populated cities in the US:
New York City 8,622,357
Los Angeles 4,085,014
Chicago 2,670,406
Houston 2,378,146
Phoenix 1,743,469
Philadelphia 1,590,402
San Antonio 1,579,504
San Diego 1,469,490
Dallas 1,400,337
San Jose 1,036,242
New York clearly has 8 times the populace of San Jose. So to be fair... New York should have 8 times more polling booths than San Jose as well. Not to mention cities with less than 50,000 people.
Those who work 3 days shifts or are unable for other reasons to vote in person during the 2-day period of time should request absentee ballots.
If you're onboard ship waiting in the long line of 100 or so other ships waiting several weeks to pull into port so that you can vote... you should have requested absentee ballots.
2-days in rural communities might work fine, but in the megalopolis cities as those mentioned above, getting that many millions of people might be a bigger problem.
Absentee ballots should be allowed but there is absolutely no reason for mail in ballots other than fradulent activity.

The point of Election Day was that it’s supposed to reflect the will of the people in that one day. It was never intended to drag out for days at a time. If someone can’t vote or thinks they can’t vote, they can get an absentee ballot.
