He had no check-in luggage. So, he should NOT have gone to the baggage claim area. This also shows the lax security at the baggage pickup area. In Japan, when you exit the baggage pickup area you have to go through a pair of double doors where a guard will check your luggage ticket with the bag you're attempting to leave the baggage pickup area with. If you claim you lost the ticket, they will ask you what is in the luggage and then proceed to ask you to open the luggage so that they can confirm what is inside is what you said. None of this happened. That's lax security and probably a reason for many of the luggage disappearing from US airports.
Also note, that after he picked up the bag, he removed the baggage ticket attached to the bag and then left in a hurry. Nothing he can say... other that... I stole it... will fly!!! Anything else will be a lying excuse!
Edited to add: If he seriously didn't know it wasn't his... even though he had no checked in luggage... the proper thing to do would be to bring it back to the airport and report the mistake. But he removed the clothing and did something with it... he said he left the clothing inside in the hotel room, but the hotel staff didn't find any, so either he stole the clothing inside or threw the contents away somewhere. AND... he continued to use the luggage for his own personal purposes knowing good and well that it wasn't his.

Sounds like a classic Karen - an entitled type person who sees something they want, so they just take it. Doesn't matter if it belonged to someone else.
Sticky fingers, 5 finger discount, and clearly no respect for boundaries or other people's property.
I would guess this is not that person's first rodeo with taking others' stuff.
Those are the kind to set up with bait. Hide an air tag in the item, and rig it with a high pressure gas dispersal system that will spray the perp with a bright indelible dye when it opens, something so potent that they will leave handprints on anything they touch - trying to wash the stuff off will stain the sink and faucet, droplets will get on every bit of clothing, and everything around the perp, and ejected with enough force that the perp will leave a "shadow" on the wall and ceiling, much like placing an object on a surface being spray painted to leave a void in the coverage.
Then you track down the package, and lay an appropriate ambush so a well deserved beat-down can be administered, accompanied by "an offer you can't refuse".
