I don't know your library is handling the social distancing guidelines. We had 4 books on hold, went to the library, called, told them that we had books on hold, gave our card numbers, and minutes later a librarian brought the books to the van and placed them in boxes in the back. I love doing it this way.

If this article from The Hill is accurate, it's far more complicated than that, as one would expect:
House investigators did ask Bolton to testify during the impeachment inquiry last fall, but he declined to testify on instructions from the White House [bolding mine --MD ]and said he would only testify pursuant to a subpoena if a court weighed in on the issue. The House never subpoenaed Bolton, likely to avoid a drawn-out court battle.
The White House successfully blocked a handful of high-level current and former officials from testifying, many of whom were issued subpoenas, on the grounds that they are immune from compelled congressional testimony as top aides to Trump.
Bolton has since made clear that he is willing to testify before the Senate if issued a subpoena after a federal judge dismissed a lawsuit filed by one of his former aides that sought a court resolution on the question of whether they should have to testify before Congress under subpoena or obey the instructions from the White House.
Trump has signaled, however, that the White House would try to exert executive privilege over Bolton’s testimony [bolding mine --MD] even if he is called by the Senate. https://thehill.com/homenews/administration/480040-trump-falsely-claims-house-democrats-never-asked-bolton-to-testify
We may never know all the machinations which took place, but it seemed then and seems now, based on this article, that Bolton was handcuffed by Trump. Like you, I think that to all appearances, he didn't fight it hard enough. We'll never know.
My question at this point is will Trump be able to stop release of the book? Like you, I think the American public is entitled to the truth.

My guess is he may get release delayed until after the election and if he wins, court battles galore, if he loses the election he's toast.

That's a good observation. Trump seems to have a little more concern about this book than he has the ones before. Perhaps it really does give us (the voting public) some insights into Trump's little chat with Zelensky and what came after. I usually don't read tell all books. In fact, the last one I read was Robert Draper's Dead Certain. Bolton's fascinates me, maybe only because Bush seems so upset by it.

During Bush's presidency I was one of two Ds in a hard core right law firm. My saddest memory is the day that it was pretty certain that WMD did not exist and so the war was baseless. One of the nicest gals in the firm walked up to me and said "Bet you're happy to be right about the war". My response was "I'd be happy if we hadn't had the *($#@-+ war and lost all those lives". I was severely reprimanded by the senior partner for language in the office. But...that said...I'd trade DT for Bush in a heartbeat.

The commentators on the news this morning were condemning Bolton's actions or inaction as it were, But in the same breath they would admit that the senate had already made up it's mind as to how they looked at the impeachment in general. We still don't know everything that was in front of him.
I'm looking at this as an unorthodox game plan for corrupt unorthodox times. A chess move motivated by survival instincts dealing with information still behind the scenes.
If he wants to go down in history as a hero instead of a money grubber, he should donate the book's profits to a fund that would support the folks that testified in spite of the corrupted politicians protecting Trump.

I get my books from the library digitally. It's very easy that way. No contact whatsoever.

My library doesn’t have any copies of the book or the ebook. Maybe it’s in order but it doesn't indicate that.

In that case I usually Recommend the book and that will put me on the Wait List automatically when it comes available.
