Do Delphi forum members have any recourse or ability to appeal host actions? Capricious bans, gags, etc?

No, sorry. If the Host tells you not to use the letter e in messages and you insist on doing it anyway, there is no place to appeal a lockout.
And there was! I've been trying to recall the hosts name. He was a bit before me but legendary for his promos and clevery forums David something? Anyway he put the letter e in the word filter of his forum as a wild card and well you can image how many words have an e in them ... so they'd all be replaced with ####
You can find other forums to post in.
That would be funny. We used to block the word embed because it allowed malicious code to be installed inside messages. Then people needed to use the word and were irate that they were censored.
