Forums with a message board are free, but a premium forum including chat rooms takes a DelphiPlus membership. See our membership plans here: https://www.delphiforums.com/plans.ptt

Note new members need to visit a number of times before being able to chat or PM.

There is no fee for just basic membership like you have now. You need to visit a couple more times before you can chat in a room.
