That looks to be a reference to what happened a year ago/ It's now set to charge with the info you supplied. It will do that December 11 when your current subscription runs out.
I just found out that Delphi had difficulty processing payment with the credit card information they have on file for me. What went wrong? And I paid for DE using a PayPal card...
So, what should I do next?

We don't get any feedback when a charge fails for obvious privacy reasons. Contact your bank or credit card company and ask them why they are rejecting the payment.
Are you sure your bank has the same information that you posted for your account such as street address number and zip code?
It was a PayPal Master Card, not from a bank.
Then you need to contact PayPal and ask them why they are rejecting the charge.
