I dare say much of the research was probably on "volunteers" in prison.

I suspect initial results projected a death rate far above 0.005% so the decision was taken to implement the plandemic. 

Then God interfered and reduced its risk factor down to pathetic 0.005% of those infected.

By then, the globalists had already committed themselves to full implementation so their Stasi bashed peaceful people due to "health concerns".
