Sadly, impatience is one of the pretty entrenched features of American culture. There are lots of positives about American culture- optimism, can-do attitude, improvisation and ingenuity, but impatience is one of the big negatives. The Asians, Europeans, and Africans pretty much shake their heads about this U.S. cultural feature. That said, most people only change when they are 1) forced to or 2) the pain of where they are is greater than the fear of what might be. Most likely, change will have to be enacted by a governing agency.

This move by NY is why we need a uniform policy across all 50 states.

They are not punishing the horse as I see it, they are punishing the owner who gives the horse the drugs. Because they will not be able to sell or race that horse as a racehorse. They could sell it as a Dressage or show horse though or breed it but if it's a Stallion there would be no great stud value (at least the first 4 or 5 years and that's only if he turns out to be a great producer.)
