This claims that TVG will also cover Saratoga, but I will believe it when I see it.

 This article pretty much explains who is showing racing from Saratoga and my interpretation is that TVG is not showing racing from Saratoga, but they show racing from other tracks.  FS1 and FS2, as expected will show racing from Saratoga.
