They have two options except the new wording and fall in line or continue their lawsuit in hopes of favorable rulings that keep calling HISA Unconstitutional.

I can’t see them making any money by boycotting HISA and trying to keep a racetrack going??

The problem I am reading is that they need to change their Legislation to allow HISA to govern. Since purses are also funded by sales tax of horse related items the purse structure will not be as affected as it is in other States where betting is the major contributor.
So the ball is in the Texas Racing Commission to go to the Legislature and change the law to allow HISA
