So how come these PED’s didn’t show up in test barn tests? We’re they made up of legal drugs?

From the press conference:
"These animals were injected and force fed illegal and experimental drugs"
Blood builders - adulterated and mis-branded and customized
Pain blockers including cobra venom
Broncho dialaters
SGF-1000 which Servis used was unregistered
XY Jet was regularly doped with mis-branded and adultered blood enhancing drugs in a callous effort to increase that horse's performance.

So, I’m assuming this was done before the required withdrawal date if it wasn’t detected, or were drugs not that were not included in what they were tested for?

Some could not be tested for is what I am understanding.

To all laypeople/those outside the industry: I can only ask that you keep in mind that there are so many within this sport that operate with nothing but integrity. We all find the behavior of those named to be unacceptable and have been waiting for this for a very long time.
