No, the guidance works fine. Israel protects its civilians (including Arabs) by having public shelters and a warning siren system. The Palestinians don't.  Ask yourself why.

Unfortunately,  Hamas deliberately store explosives and military ordnance in deep tunnels under built up areas. Israel attacks the tunnels and when the ammo stores explode, the houses above can collapse. I'm afraid there's no easy way to destroy Hamas stocks of weapons and explosives, but Israel gains nothing when civilians die.

I don't know... They're dirt poor and any warning system would be destroyed by Israeli rocket fire?

I am aware of the Hamas tunnels.  That doesn't explain why you're targeting apartment blocks.
