Is he using them in a macro, or just whenever he types a question?

The upside down question mark means a question is to follow.

I just googled that.  Learn something new every day.

>he upside down question mark means a question is to follow.<

Correct and that is very prominently used in Europe. However, he uses the upside down ? just to be an annoying arsehole!

So not asking a question?

I'll pop in and hassle him about it.

There are an estimated 45,000 Israelis married to Palestinians and in each case the Palestinians were not permitted to live in Israel , this law was introduced by the Likud in an effort to dissuade these mixed marriages .

The New incoming Government wanted to continue the law and took the vote to the Parliament , the previous Government which had enacted the law now voted against the (New) Government and those who have mixed marriages are now free to appeal to the courts to arrange (finally) to live together as man and wife  - in most cases they were anyway as there were umpteen exemptions etc but this will now (eventually) permit people to live normally

This is a great victory for human rights, a victory for love, a victory for marriage, and a victory for family values.

This racist relic of a law has finally been relegated to the dustbin of history.

It's been almost 20 years.

It's called stumbling into the 21st century.

And in my rather limited experience over the decades, this is actually quite common.
