I think the Russian view is that Navalny should have returned as soon as he was able to. Don't expect rationality on this issue. Navalny is a threat to Putin electorally.

Putin and the Kremlin deny it, obviously.

But the no fly zone and massive sea exclusion zone is not exactly something a regular private citizen could arrange, surely.

You're quite right. At the very least, the 'palace' belongs to the state. When the USSR was around, party leaders had access to country houses and closed resorts specially built for them.
