Whilst the intention may be good, it is, in fact, laughable.

In the UK, you can murder someone, get a sentence of 14 years and you and your attorney know that it is guaranteed you'll be released on license after a mere seven years to serve the remainder of your sentence from home. 

And here they are proposing UKP 18,000,000 fines for internet content!
