If you don't wamt people to have the territorials to have semi autos at home (hello Europe), have lever actions. Encourage the hunters to use the military's cartridge, which should take care of all European game if not .223 Remington. Like eg 6.5 LICC or Grendel.

both are not military cartridges in Europe (except for the Serbia that seems to use its own variant of the 6.5 Grendel in limited numbers), and probably never will be

As cool as these are (.350 Legend, please!), a Troy PAR is already available in .223 and .308. They use STANAG mags to boot.

Semi auto are still  ok  except in places that bow to Windsors , only 10rd mags are somewhat of a limitation , but you can always have some of those 30rounders limited to 10rds (in case of emergency break here)

so my homeguard pick  under courrent magazine restrictions. one of them fight light dual feed ar15s

Belted ammo can have more than 10rds.
