There is something about this that makes me cringe when thinking of using this in the field.

PDWs are weapons of last resort for folks that don't know how to use them , for most users you might just as well mount a sound system in a plastic gun looking shape ,making bang-bang noises instead of thing actually shooting.
Keltec is not likely to be issued anywhere but ,still is a cool looking gun.

Essentially, yes. The Carbine M1 was originally intended for soldiers who had been carrying a pistol, because fighting with small arms was not their job.

Only 12% or so percent of soldiers are serving in infantry roles so for 88% rifle is a cumbersome paperweight for what-if situation and they don't really know how to use it well.
PDW if it ever succeded would be a mayor firearms program far outweighing the demand for assault rifles, but it seems everyone is content with issuing carbines and pistols.
