Do reserve personnel have to be turned into "regulars" in order to use the stuff?

well, isn't there a difference between territorials and regulars in training level? Like operating gepard or PzH2000 for instance?

Assuming there is a difference in training, it may not matter. With the small quantities of Gepard and PzH2000 promised, they may all go to the regular army.

Then again, it could be like The War of The Rebellion; local politicians grabbing weapons their constituents aren't trained to use, but they need the best.

Multiple reports that UA troops are being sent to 3rd countries to train on the advanced systems, so they can form a trained cadre to use the systems and train other UA forces on them.

One of the main advantages of the huge reliance on RPGs and ATGMs is training for those systems is pretty simple, especially for the ATGMs which are guided.
A lot more training is required to drive a tank than to blow one up with a Javelin or NLAW. So this will allow for an outsized effectiveness for irregulars / conscripts / backup troops.
