He will veto . . . 

Then the House and Senate will vote and see if enough votes in both take place to override the veto . . .

If not, then the court actions will come into play . . . if an override of the veto takes place, that will make many of the court actions moot . . . except for those that go forward for the purpose to define Pres. power and hopefully some rulings on what constitutes an emergency . . .

The ultimate that needs to take place is Congressional legislation on the Emergency Powers act to specifically define emergency and any powers specifically granted to the Pres. . . . as it stands the present legislation is too vague and more or less what is providing for this game being played by donnie boy . . .
